In the trade dispute with the US, China is pressing ahead with its plans for a blacklist that will only affect foreign companies and individuals. The legal basis for the so-called "Unreliable Entity List" (UEL) was created in September 2020. This is a "naming and shaming" list in which foreign natural and legal persons who boycott deliveries to Chinese companies for non-commercial purposes (in other words, political purposes) are listed. The boycott and the equally intentional disruption of supply chains are causing increasing damage to Chinese companies.
